It's more complicate. The error was, that "ex.aux" could not created.
Usually it is not the best error recovery strategy to repeat
the error. It will probably fail again, because most file systems
does not allow duplicate file names in the same directory.
The default action that takes \jobname is dangerous in case of
writing as the example of the OP shows.
And if the user tries to cancel the request for a file name,
then it would be nice, if already the openout action is
cancelled. Current behaviour is to open the file with default file
name (\jobname) and to cancel afterwards.
