The package is called "doublestroke", so

$ texdoc doublestroke
texdoc info: doublestroke aliased to dsdoc.pdf

and dsdoc.pdf is opened in a viewer.

Since "dsfont.sty" is what you use in a document, it does make
sense for "texdoc dsfont" to providedsdoc.    Aliases
are defined in texdoc.cnf, and you can add a "local" version, e.g.,

If I put the line:

alias dsfont = dsdoc

in texmf-local//texdoc/texdoc.cnf, then
$ texdoc -l dsfont
texdoc info: dsfont aliased to dsdoc
1	/usr/local/texlive/2008/texmf-dist/doc/fonts/doublestroke/dsdoc.pdf

I assume aliases must be created manually, e.g., the tlmgr package
manager does not support adding aliases to the master texdoc.cnf
when a package is installed.  It would make sense to collect
useful aliases in texmf-local for periodic submission to the maintainer
of the main texdoc.cnf.
