Hi Ralf,
I updated libpng to version 1.2.24.  Thanks for the hint.  The
distribution contains two files:

-rw-r--r-- 1 reinhard users 161792 Jan  2 12:14 libpng12.dll
-rw-r--r-- 1 reinhard users 161792 Jan  2 12:17 libpng3.dll

They are different, though they have the same size

$ cmp libpng12.dll libpng3.dll 
libpng12.dll libpng3.dll differ: char 137, line 2

but the files libpng-config and libpng12-config are identical, so I
think the difference is a time stamp or something similar.

I included libpng12.dll now because according to README.W32 Emacs
expects this one.  My assumption is that the name libpng13 was used by
mistake.  But I've no idea what libpng3 is.  Quite confusing.
