[tex-live] Unattended TL install

after which Perl crashed

It has something to do with the trans.pl file, when it reverts back to a 
default language when it detects that is does not have a translation for 

There is a very strange 'fix'

if one add

use Data::Dumper;

just before

use utf8;

in <installer-dir>/tlpkg/TeXLive/trans.pl

then install-tl.bat works fine on all Win 7's we have tested so far

So couldn't we just add that line to trans.pl for now?
