I saw Norbert message and took a look on these files, at first I was
surprized that they belongs to cyrillic bundle, but after your message
Karl I remembered that I created them and the reason why I created these

Yes, exactly, I took a file from Cyrillic bundle and made the files in
question based on it. But I prepared them only to build documentation
(pdf) and not to distribute or use them separately, that why I didn't
even bother to remove the commented header.

AFAIR, there was a problem with building PDF version of Russian
documentation and to resolve it quickly I proposed this "dirty" and fast

They are useless, Latin Modern fonts, as name suggested, don't have
Cyrillic letters, these files were used in past to generate PDF

Just delete them and put new 'texlive-ru.tex' and 'tex-live-ru.sty' into
directory 'texlive-ru', they don't require these FD files to build PDF
and HTML version of documentation. I tested both files locally and they
do the job.

Legal status of 'tex-live-ru.sty': the file is based on 'tex-live.sty',
actually I just removed offending line --- '\usepackage{lmodern}' --- in
rest they are identical. I used to think that it is easier to make
several FD files than to copy a whole 'tex-live.sty' and remove just one
line. So now we have proper way to build PDF version of Russian
