Windows 10. I tried both install-tl.bat and install-tl-advanced.bat with the same result.

This is windows? How did you try to install? For windows, there are
a couple of batchfile wrappers:

- install-tl.bat or install-tl-windows.bat, depending on the release
This one installs everything, with a minimum of questions

- install-tl-advanced.bat which lets you pick and choose

The batchfile takes care of invoking a private copy of perl, which
is more or less invisible to the rest of the system.

Other perl scripts are also invoked via wrappers which know where to
find the hidden perl.
